Horizon City police have arrested a 23-year-old firefighter with the El Paso County Emergency Services District #2 on accusations that he sexually assaulted a teenage girl he met on the internet.
Jail records show Andrew Michael Martinez Jr. was booked at the El Paso County Downtown Jail on Wednesday. He faces two counts of sexual assault of a child and one count of indecent contact with a child. The charges stem from three incidents that allegedly took place this year, according to police reports obtained by KFOX14/CBS4.
The arrest report states that Martinez and the girl connected on Instagram and began texting. The girl told investigators that he first said he was 19 before revealing he was 23. She also reportedly acknowledged that she had lied about her own age, telling him she was 16 when she was actually 14.
The first alleged incident occurred May 30, when, according to the report, Martinez went to the girl's home after she told him she was there alone. She told investigators he groped her and that she was scared and had to tell him to stop. She later texted him that his actions were "weird."
On June 13, the girl said the two went to see the horror film Obsession (2025). She told investigators that during a graphic scene, Martinez whispered, "We're doing that tonight." She said the comment made her uncomfortable and that she watched the rest of the film in silence. Afterward, she said, he took her to his home and sexually assaulted her, stopping only when he noticed she was crying. She described feeling angry and horrible afterward.
The third incident allegedly took place Sept. 26. The girl said she took an Uber to Martinez's home, where they had sex, and that she felt it was what he expected whenever they met. The two then went to Bassett Place Mall, where they ran into one of her relatives. That encounter appears to have led to her family learning of the relationship, as her mother began calling and demanding she come home.
According to the report, Martinez drove the girl home and allegedly told her to say he was the brother of one of her friends and was only giving her a ride. He also reportedly said he believed his career was now going to be ruined. At the home, the family confronted him and told him she was 15.
Investigators interviewed Martinez on Sept. 27. He reportedly told them he believed she was 18 and allegedly admitted to exchanging nude photographs with her, but he denied having sexual intercourse. The report notes that photographs on cellphones appear to corroborate the timeline of events.
As of Thursday afternoon, Martinez remained in jail with a combined bond of $100,000.
In a statement to KFOX14/CBS4, El Paso County ESD #2 said it is aware of the situation and that Martinez has been placed on unpaid administrative leave, effective immediately. The district said public safety and the integrity of the department remain its highest priorities and that it is fully cooperating with law enforcement in their ongoing investigation. It added that it hopes those affected are safe and with their families, and that it cannot comment further on an active law enforcement and personnel matter.
